Rectangular blotter comprised of two covers upholstered in black leather on the external side, featuring internal pockets for letters and papers lined (pasted) with black fabric (satin), and four smooth hemispherical silver feet on the back cover. The front cover features overlaid rectangular silver plate with semicircular top edge, adorned with the shaped painted insert of matte enamel displaying a monochrome, black-and-white landscape with oil derricks. The miniature, imitating a photograph, was based on the 1902-1904 photograph "General view of the Balakhani oil fields". Located at the upper part of the plate, the miniature is enclosed in a raised frame of laurel leaves with crossed ribbons at the bottom. Above the frame, there is a small smooth oval medallion bordered by a laurel garland, suspended from the fragment of leafy rosette with two scroll-rosettes; to the right and left of the medallion are symmetrically placed laurel branches with leaves and berries. Chased garlands of fruit and flowers are symmetrically positioned to the right and left of the miniature, suspended by a ribbon from two rosettes – a leafy one in square shield and floral one in circular shield. The decoration of the blotter is designed in the Neoclassical style.
Two folders are inserted inside the blotter. One is covered in black fabric (satin) on the external side and lined with white cardboard imitating a satin texture on the inside. The second folder is made of pink cardboard.
